It is a testament to human resilience that we can joke about this situation - what else can we, the powerless citizen do about it but chuckle and try for a moment or two of levity.
The banks' incompetence has negatively affected the lives of so many US citizens and then the government turns around and adds salt to the wounds by taking these same citizens' money and giving it to the institutions which ruined the lives of those same citizens. Kind of like me having to pay the guy who ran over me with his car.
